Police 'shot monk' who set himself on fire

Chinese police yesterday shot a burning Tibetan monk before they put him out, the Free Tibet campaign said.

The monk had set himself on fire in a protest over Tibetan new year rituals in Aba county, Sichuan province, the group said. The area saw some of the worst unrest during Tibetan protests last March.

Free Tibet said witnesses saw Tabe, a monk in his 20s, walking from Kirti monastery into town yesterday afternoon. He was carrying a hand-drawn Tibetan flag with a picture of the Dalai Lama at its centre.

"He doused himself in petrol. The armed police could not get near him because he was burning," said Matt Whitticase, a campaign spokesman. "Witnesses heard three gunshots fired. The monk fell to the ground and the police managed to put the flames out. He was immediately put into a van and taken to an undisclosed location. His present condition is unknown."

The claims could not be confirmed independently, but Whitticase said the group had indirect accounts from three witnesses. Tibetans have been heavily punished for passing details of incidents to outsiders. Free Tibet said up to 800 monks had reportedly gone to Tabe's home village of Trinkin to say prayers, believing him to be dead.

The group said Tabe's protest followed an attempt by almost 1,000 monks at Kirte to use a prayer hall to observe the Monlam festival - part of Tibetan new year - despite being told not to do so. They were told to return to their rooms.

The authorities have been angered by some Tibetans deciding to boycott new year celebrations other than religious rituals as a mark of protest against Chinese rule.

Bookseller ha ammesso che è stato particolarmente difficile selezionare i finalisti in un acceso dibattito che purtroppo ha visto escluso Escrementi nel tardo medioevo. Il premio fu istituito nel 1978, quando fu vinto dagli Atti del secondo seminario internazionale sui topi nudi. Il professor Trevor Cox della Salford university di Manchester vuole scoprire quale rumore di flatulenza ci fa ridere di più e allo scopo ha creato un sito web dove i visitatori sono richiesti di valutare quanto li fanno ridere sei diversi rumori. Il docente di acustica, che progetta sale da concerto, ha un interesse di lunga data nei cuscini scoreggiosi e fino a poco tempo fa deteneva il record per quello più grande del mondo. Il prof Cox dice che "il cuscino scoreggioso ha molto in comune con la voce umana e il funzionamento degli strumenti a fiato, perciò questo è un modo memorabile di contribuire alla scienza". Il 67-enne Phillip Worth contemplava la prospettiva di una vigilia di capodanno in depressione senza poter mangiare niente al cenone dell'automobile club di Sidney per aver perso la dentiera starnutando mentre faceva surf cento metri al largo di Terrigal, in Australia. Il giorno dopo ha perlustrato la spiaggia sconsolato e improvvisamente ha visto arrivare i suoi denti con un'onda che subito se li è riportati indietro. Si è tuffato ed è riuscito a recuperare la dentiera: "Non potevo crederci, dev'essere stata la fatina del dentino, e adesso i denti funzionano meglio, ho notato che sono più affilati". La fortuna non si esauriva lì: subito dopo Mr Worth è andato in edicola ad acquistare un gratta-e-vinci che gli ha fruttato 30 dollari.

Aò, quando avrò la sua età somiglierò a Lisa Edelstein, la Lisa Cuddy del Dr House, che non c'entra niente ma era giusto per illustrare il post. Piuttosto, stamattina al lavoro mi hanno recapitato un pacco a sorpresa dal mio ex marito, tutto marrone, il pacco, o così sembrava fosse suo dal mittente sull'etichetta. Strappo la carta marrone dell'involucro e rimane una scatola marrone da piccolo aspirapolvere, come dimensioni, avviluppata in metri e metri di nastro adesivo marrone. Lavoro di forbici per aprire 'sto pacco e trovarne dentro un altro più piccolo da ferro da stiro, come dimensioni, marrone come i fogli di giornale insalamati per attutire gli urti. Anche i fogli di giornale sono marroni, di un vecchio Financial Times immarronito che fa pensare di essere stato usato per smerdare le vetrine di una banca, però il mio ex marito avrà letto il FT due volte in vita sua e dalle banche è ricercato per debiti. Guadagnato di forbici l'accesso al terzo pacchettino marrone interno, naturalmente nel frattempo dell'operazione mi chiedevo quale fosse il contenuto finale delle scatole cinesi e sospettavo trattarsi delle cineserie regalo di matrimonio di mia cugina che gli avevo chiesto di restituirmi dopo il divorzio e lui mi aveva restituito solo la cugina tutta stropicciata. A questo punto mi aspetto filtrini usati, quindi marroni, invece c'è ancora una scatola, marrone, relativamente grossa per essere di fiammiferi. Sta a vedere che dentro ci trovo l'anello di matrimonio che non ha mai portato. Beh, neanch'io. Sto pensando di tutto avvicinandomi al contenuto, quello stronzo marrone è certamente riuscito a incuriosirmi e farmi pensare a lui. Sto per aprire l'ennesimo scatolo quando squilla il telefono. Riconosco il numero, è Cappato, ma in ufficio devo rispondere professionalmente.

Jack Straw bans release of Iraq invasion minutes

Minutes of cabinet meetings in which ministers discussed their motivation for going to war with Iraq will not be made public, Justice Secretary Jack Straw has ruled.

Mr Straw said he could not permit the release of records from 2003 discussions over the invasion of Iraq because it would cause too much "damage" to democracy.

He said he had signed a certificate under section 53 of the FOI Act, "the effect of which is that these Cabinet minutes will not now be disclosed".

Allowing publication to go ahead would cause "serious damage to Cabinet government, an essential principle of British democracy".

Mr Straw told the Commons he had consulted with the rest of the Cabinet before issuing the veto, and the decision had not been taken "lightly".

It is the first time the ministerial veto has been used since the FOI Act came into force in 2005.

Liberal Democrat MP Sir Menzies Campbell said the decision was "profoundly disappointing."

"This is a Government which when introducing measures to limit personal freedom says that those that have nothing to hide should have nothing to fear," he said.

"If the process of reaching the decision to embark upon an illegal war against Iraq is still supported by the Government why haven't they the courage to let us see the minutes of the Cabinet?

"The truth is that this was one of the most significant foreign affairs decisions in history which a supine Cabinet nodded through."

Mr Straw told MPs today: "Cabinet is the pinnacle of the decision-making machinery of Government. It's the forum in which debates on the issues of greatest significance and complexity are debated.

"Whether the nation was to take military action was indisputably of the utmost seriousness.

"The convention of Cabinet confidentiality and the public interest in its maintenance are especially crucial when the issues at hand are of the greatest importance and sensitivity."







Ragazzo ustionato perde lentiggini dopo esplosione


Il 15-enne Aiden Kelly ha avuto viso e capelli bruciati nell'esplosione di una bomboletta mentre era in campeggio ed era rimasto col volto coperto di cicatrici che i medici temevano non sarebbero mai guarite, ma dopo mesi di trattamento la sua pelle è ricresciuta senza le lentiggini che tanto odiava, e adesso è tutto contento dell'incidente capitatogli. Censori in rivolta per dover guardare porno da soli

Gli arbitri nazionali britannici di gusto e decenza del British Board of Film Classification (BBFC), che decidono quali film e DVD possono andare sul mercato, sono in rivolta contro un piano di risparmio che prevede guardino pornografia da soli. Il BBFC impiega circa 80 esaminatori che guardano i film espliciti in due, ma vuole estendere anche alla categoria porno la visione solitaria già introdotta per contenuti meno controversi. Gli esaminatori argomentano che lavorare in team rende più facile esprimere un giudizio professionale e temono che guardare materiale pornografico da soli incrementerà la possibilità di venirne eccitati sessualmente. Il BBFC, che in origine si chiamava British Board of Film Censors, classifica oltre 12mila produzioni ogni anno, oltre agli spot pubblicitari ed alcuni videogame.
Cane e gatto diagnosticano tumori nei padroni

Due episodi separati emersi la settimana scorsa: Maureen Burns, 64-enne di Rugby, ha pensato che qualcosa andasse storto quando il suo collie Max ha cominciato a comportarsi in modo strano: era depresso invece che vivace come al solito, continuava ad annusarle l'alito e toccarle il seno destro. Così controllandolo ha scoperto un nodulo che non risultava dalla mammografia, ha persuaso i medici ad effettuare una biopsia e ne è risultato un tumore maligno. Adesso dopo due operazioni per rimuoverlo e la radioterapia la sua prognosi è eccellente. Adesso Max non le annusa più l'alito ma la cicatrice e scodinzola felice.

Nel frattempo a Edmonton il gatto Tiger di Kionel Adams, 59 anni, allertava il padrone di una massa nel suo polmone trascinando una zampa sul lato sinistro prprio dove è stato trovato il cancro, che non presentava sintomi prima della bizzarra diagnosi felina. Il suo medico di base ha preso seriamente il gatto e fatto fare una radiografia, il che ha permesso di scoprire il tumore al primo stadio, "altrimenti non si sarebbe manifestato prima di altri cinque o sei mesi", e Adams è grato a Tiger per avergli salvato la vita.
Save the whale (again): Secret plan to lift hunting ban

Twenty years ago, commercial whaling was outlawed. But hush-hush meetings between officials have paved the way for its return

Governments are preparing to breach the worldwide whaling ban, legitimising commercial killing of the giant creatures for the first time in more than 20 years.

Key whaling and anti-whaling nations have thrashed out a plan at a series of unpublicised closed-door meetings to allow Japan to kill the leviathans for gain, after outlawing it for two decades. It is to be presented to a special meeting of the official International Whaling Commission (IWC) early next month.

Environmentalists say that the plan amounts to “waving the white flag” to Japan and they fear that it will usher in a new era of legal whaling around the world.

All commercial whaling has been banned since 1986 after the governments who make up the IWC voted by a three-quarters majority for a moratorium on the practice which drove species after species to the brink of extinction.

But Japan has continued to slaughter in the Southern Ocean around Antarctica, by exploiting a loophole in the international law which allows whales to be killed for “scientific” purposes.

Conservationists have harried these annual whale hunts on the high seas with their own ships, but the IWC has been powerless to stop the killing, even though Japan has steadily increased it beyond anything that could be justified for scientific research, and has sold the whale meat for food; this winter it is aiming to catch 935 minke and 50 fin whales.

The international body has remained powerless and deadlocked for decades, and even though both whaling and anti-whaling nations have assiduously recruited other countries to join them, neither side has been able to accumulate enough votes to give it victory under the IWC’s complex decision-making processes.

A year ago, as The Independent on Sunday exclusively reported at the time, the IWC began a series of closed meetings to try to find a compromise.

Since then a working group of 28 nations has met twice – in St Petersburg, Florida, in September and in Cambridge in December – and its leaders have thrashed out a package-deal proposal to put to a meeting of the full commission in Rome in two weeks’ time.

The proposal is so sensitive that the document containing it is officially classified as a “non-paper”, and only two people – the chairmen of the IWC and of the working group – formally take responsibility for it. But sources say it has been thrashed out by Japan and five leading anti-whaling nations, including the United States.

The package would accede to a long-standing Japanese demand by allowing it to hunt minke whales near its coasts for an initial five-year period. It presents two options for dealing with “scientific” whaling – phasing it out over five years or effectively legitimising it – but Japan has already ruled out ending the practice, leaving only legitimisation on the table.

Patrick Ramage, of the International Fund for Animal Welfare, yesterday denounced the plan as “a political fix to give Japan what it wants” and accused conservationist nations of “waving the white flag”.

Mark Simmons, of the Whale and Dolphin Conservation Society, said that the package amounted to a “de facto lifting of the moratorium”. He feared that other nations would seek similar deals, leading to a worldwide revival of legal whaling.

But Alvaro de Soto, a Peruvian diplomat who chairs the working group, called the package “eminently practical”. He added: “If it is followed it will require compromise, possibly painful, by all concerned, which we profoundly hope they will be willing to make.”

Città olandese perde archivio erotico

L'archivio municipale di pornografia della città olandese settentrionale di Leeuwarden è misteriosamente scomparso e i funzionari temono che se ne sia andato per sempre. Erik Krikke, dello storico centro cittadino, dice che l'archivio fu messo insieme da un fanatico curatore negli anni 60 e 70, e che alcune immagini di artisti e fotografi locali saranno impossibili da ritrovare. Bevete piscio di vacca

La bevanda bovina è in fase di perfezionamento nel Dipartimento di Protezione della Vacca del Rashtriya Swayamsevak Sangh (RSS), il più grande e antico gruppo nazionalista hindu. Il capo del dipartimento Om Prakash dice la bevanda "gau jal" (acqua di mucca) viene attualmente testata nei laboratori e sarà immessa sul mercato entro la fine dell'anno. Depuis Février 2006, LEAP/E2020 avait estimé que la crise systémique globale se déroulerait selon 4 grandes phases structurantes, à savoir les phases de déclenchement, d'accélération, d'impact et de décantation. Ce processus a bien décrit les évènements jusqu'à aujourd'hui. Mais notre équipe estime dorénavant que l'incapacité des dirigeants mondiaux à prendre la mesure de la crise, caractérisée notamment par leur acharnement depuis plus d'un an à en traiter les conséquences au lieu de s'attaquer radicalement à ses causes, va faire entrer la crise systémique globale dans une cinquième phase à partir du 4° trimestre 2009 : la phase dite de dislocation géopolitique mondiale.

Selon LEAP/E2020, cette nouvelle phase de la crise sera ainsi façonnée par deux phénomènes majeurs organisant les évènements en deux séquences parallèles, à savoir :

A. Deux phénomènes majeurs :
1. La disparition du socle financier (Dollars + Dettes) sur l'ensemble de la planète
2. La fragmentation accélérée des intérêts des principaux acteurs du système global et des grands ensembles mondiaux

B. Deux séquences parallèles :
1. La décomposition rapide de l'ensemble du système international actuel
2. La dislocation stratégique de grands acteurs globaux.

Nous avions espéré que la phase de décantation permettrait aux dirigeants du monde entier de tirer les conséquences de l'effondrement du système qui organise la planète depuis la fin de la Seconde Guerre Mondiale. Hélas, à ce stade, il n'est plus vraiment permis d'être optimiste en la matière (1). Aux Etats-Unis comme en Europe, en Chine ou au Japon, les dirigeants persistent à faire comme si le système global en question était seulement victime d'une panne passagère et qu'il suffisait d'y ajouter quantité de carburants (liquidités) et autres ingrédients (baisse de taux, achats d'actifs toxiques, plans de relance des industries en quasi-faillite,…) pour faire repartir la machine. Or, et c'est bien le sens du terme de « crise systémique globale » créé par LEAP/E2020 dès Février 2006, le système global est désormais hors d'usage. Il faut en reconstruire un nouveau au lieu de s'acharner à sauver ce qui ne peut plus l'être.

L'Histoire n'étant pas particulièrement patiente, cette cinquième phase de la crise va donc entamer ce processus de reconstruction mais de manière brutale, par la dislocation complète du système préexistant. Et les deux séquences parallèles, décrites dans ce GEAB N°32, qui vont organiser les évènements promettent d'être particulièrement tragiques pour plusieurs grands acteurs mondiaux.

Selon LEAP/E2020, il ne reste plus qu'une toute petite fenêtre de tir pour tenter d'éviter le pire, à savoir les quatre mois à venir, d'ici l'été 2009. Très concrètement, le Sommet du G20 d'Avril 2009 constitue selon notre équipe la dernière chance pour réorienter de manière constructive les forces en action, c'est-à-dire avant que la séquence cessation de paiement du Royaume-uni, puis des Etats-Unis ne se mette en branle (2). Faute de quoi, ils perdront tout contrôle sur les évènements (3), y compris, pour nombre d'entre eux, dans leurs propres pays, tandis que la planète entrera dans cette phase de dislocation géopolitique à la manière d'un « bateau ivre ». A l'issue de cette phase de dislocation géopolitique, le monde risque de ressembler à l'Europe de 1913 plus qu'à la planète de 2007.

Ainsi, à force de tenter de porter sur leurs épaules le poids toujours croissant de la crise en cours, la plupart des Etats concernés, y compris les plus puissants, ne se sont pas rendu compte qu'ils étaient en train d'organiser leur propre écrasement sous le poids de l'Histoire, oubliant qu'ils n'étaient que des constructions humaines, ne survivant que parce que l'intérêt du plus grand nombre s'y retrouvait. Dans ce numéro 32 du GEAB, LEAP/E2020 a donc choisi d'anticiper les conséquences de cette phase de dislocation géopolitique sur les Etats-Unis et l'UE.

Il est donc temps pour les personnes comme pour les acteurs socio-économiques de se préparer à affronter une période très difficile qui va voir des pans entiers de nos sociétés telles qu'on les connaît être fortement affectés (4), voire tout simplement disparaître provisoirement ou même dans certains cas durablement. Ainsi, la rupture du système monétaire mondial au cours de l'été 2009 va non seulement entraîner un effondrement du Dollar US (et de la valeur de tous les actifs libellés en USD), mais il va aussi induire par contagion psychologique une perte de confiance généralisée dans les monnaies fiduciaires. C'est à tout cela que s'attachent les recommandations de ce GEAB N°32.

Last but not least, notre équipe considère désormais que ce sont les entités politiques (5) les plus monolithiques, les plus « impériales », qui vont être les plus gravement bouleversées au cours de cette cinquième phase de la crise. La dislocation géopolitique va ainsi s'appliquer à des états qui vont connaître une véritable dislocation stratégique remettant en cause leur intégrité territoriale et l'ensemble de leurs zones d'influences dans le monde. D'autres états, en conséquence, seront projetés brutalement hors de situations protégées pour plonger dans des chaos régionaux.

The death toll in Tijuana, Mexico, is now higher than in Baghdad

With the global economy collapsing all around us, the last issue President Barack Obama wants to talk about is the ongoing War on Drugs. But if he doesn't – and fast – he may well have two collapsed and haemorrhaging countries on his hands. The first lies in the distant mountains of Afghanistan. The second is right next door, on the other side of the Rio Grande.

Here's a starter for 10 about where this war has led us. Where in the world are you most likely to be beheaded? Where are the severed craniums of police officers being found week after week in the streets, pinned to bloody notes that tell their colleagues, "this is so that you learn respect"? Where are hand grenades being tossed into crowds to intimidate the public into shutting up? Which country was just named by the US Joint Chiefs of Staff as the most likely after Pakistan to suffer a "rapid and sudden collapse"?

Most of us would guess Iraq. The answer is Mexico. The death toll in Tijuana today is higher than in Baghdad. The story of how this came to happen is the story of this war – and why it will have to end, soon.

When you criminalise a drug for which there is a large market, it doesn't disappear. The trade is simply transferred from chemists and doctors to gangs. In order to protect their patch and their supply routes, these gangs tool up – and kill anyone who gets in their way. You can see this any day on the streets of London or Los Angeles, where teen gangs stab or shoot each other for control of the 3,000 per cent profit margins on offer. Now imagine this process on a countrywide scale, and you have Mexico and Afghanistan today.

Drugs syndicates control 8 per cent of global GDP – which means they have greater resources than many national armies. They own helicopters and submarines and they can afford to spread the woodworm of corruption through poor countries right to the top.

Why Mexico? Why now? In the past decade, the US has spent a fortune spraying carcinogenic chemicals over Colombia's coca-growing areas, so the drug trade has simply shifted to Mexico. It's known as the "balloon effect": press down in one place, and the air rushes to another.

When I was last there in 2006, I saw the drug violence taking off and warned that the murder rate was going to rocket – but I didn't imagine it would reach this scale. In 2007, more than 2,000 people were killed. In 2008, it was more than 5,400 people. The victims range from a pregnant woman washing her car, to a four-year-old child, to a family in the "wrong" house watching television. Today, 70 per cent of Mexicans say they are frightened to go out because of the cartels.

The cartels offer Mexican police and politicians a choice: plato o plomo. Silver or lead. Take a bribe, or take a bullet. Juan Camilo Mourino, the Interior Secretary, admits the cartels have so corrupted the police they can't guarantee the safety of the public any more. So the US is trying to militarise the attack on the cartels in Mexico, offering tanks, helicopters and hard cash.

The same process has happened in Afghanistan. After the toppling of the Taliban, the country's bitterly poor farmers turned to the only cash crop that earns them enough to keep their kids alive: opium. It now makes up 50 per cent of the country's GDP. The drug cartels have a bigger budget than the elected government, so they have left the young parliament, police force and army riddled with corruption and virtually useless. The US reacted by declaring "war on opium".

The German magazine Der Spiegel revealed that the NATO commander has ordered his troops to "kill all opium dealers". Seeing their main crop destroyed and their families killed, many have turned back to the Taliban in rage.

What is the alternative? Terry Nelson was one of America's leading federal agents tackling drug cartels for over 30 years. He discovered the hard way that the current tactics are useless. "Busting top traffickers doesn't work, since others just do battle to replace them," he explains. But there is another way: "Legalising and regulating drugs will stop drug market violence by putting major cartels out of business. It's the one sure-fire way to bankrupt them, but when will our leaders talk about it?"

Of course, the day after legalisation, a majority of gangsters will not suddenly join the Hare Krishnas and open organic food shops. But their profit margins will collapse as their customers go to off-licences and chemists, so the incentives for staying in crime will largely end. We don't have to speculate about this. When alcohol was legalised, the murder-rate fell off a cliff – and continued to drop for the next 10 years. (Rates of alcoholism, revealingly, remained the same.) No, Obama doesn't want to spend his political capital on this. He is the third consecutive US President to have used drugs in his youth, but he knows this is a difficult issue, where he could be tarred by his opponents as "soft on crime".

Yet remember: opinions are febrile in a depression. At the birth of the last great downturn, support for alcohol prohibition was high; within five years, it was gone. The Harvard economist Professor Jeffrey Miron has calculated that drug prohibition costs the US government $44.1bn per year – and legalisation would raise another $32.7bn on top of that in taxes if drugs were taxed like alcohol. (All this money would, in a sane world, be shifted to drug treatment.)

Can the US afford to force this failing policy on the world – especially when it guarantees the collapse both of the country they are occupying and their own neighbour?

Drug addiction is always a tragedy for the addict – but drug prohibition spreads the tragedy across the globe. We still have a chance to take drugs back into the legal regulated economy, before it's too late for Mexico and Afghanistan and graveyards-full of more stabbed kids on the streets of Britain. Obama – and the rest of us – have to choose: controlled regulation or violent prohibition? Healthcare or warfare?

Seguendo la stella cometa, dai tre angoli del pianeta accorsero i re magi - Baldassarri, Melchiorri e Gasparri - portando in dono alla neonata Oro, Fede e Vespa, ma questo suscitò l'invidia stizzita e le ire iraconde di un altro figlio del Papa Re, il tele-imbonitore brianzolo Berlus Conman che governava col pugno di ferro quelle terre di Monza e Brianza su mandato papalino, il quale confiscò i regali e fece crocifiggere i magi affinché non parlassero, ma l'irresponsabile Gasparri continuava a parlare e parlare e parlare per cui dovette ricrocifiggerlo più tardi il suo infastidito leader di partito.

La principessa Eluana - un nome di fantasia per tutelarne la privacy - crebbe felice e contenta con le sue amichette, amava divertirsi e si formò le idee ben chiare: col cazzo che sarebbe rimasta vergine come papà Beppino, ché partorire vergini fa un male della madonna. La principessa era bellissima e molto popolare, il che suscitò l'invidia stizzita e le ire iraconde del turpe despota Berlus Conman, il quale ordinò un malvagio incantesimo che avrebbe addormentato per sempre la principessa, cosicché i sudditi per poterne vedere le foto in TV avrebbero dovuto pagare un canone per 17 lunghi secoli dei secoli e amen. L'esoso balzello provocò il malumore tra i sudditi oppressi, ma per tenerli a bada contenendone lo sviluppo mentale il tiranno mostrava loro anche il Grande Fratello, il che dava al reame una parvenza di democrazia perché si poteva votare per estromettere i concorrenti e Mentana.

Uno di questi concorrenti era un umile ed aitante pescatore di Vedano al Lambro, anch'egli come tutti perdutamente innamorato della principessa Eluana, che se la prese a male per essere stato estromesso e si rivolse allo stregone capo Pannellone affinché gli conferisse i poteri di cavaliere per guidare il popolino alla rivolta e liberare la principessa dal malefico incantesimo. Fu così che in cambio di due capponi l'azzeccagarbugli Pannellone trasformò il falchetto brianzolo Renzo Cappato Tramaglino nel nobile Cavalier Marco Cappato de' Capponi, suscitando l'invidia stizzita e le ire iraconde del bieco Berlus Conman, che ci teneva molto al suo monopolio dei cavalierati e per ripicca si dotò di un suo personale Commendator Brambilla-Capezzone - per brevità Brambizzone - incaricandolo di combattere il Cappato a colpi di sacconi.

Purtroppo anche il Commendator Brambizzone in una vita precedente aveva appreso i trucchi del druido Pannellone e perciò l'epica singolar tenzone persistette nei secoli dei secoli e amen fino all'ultima disfida nel Senato napoletano, con la gara decisiva del tiro al quagliariello. A bassi colpi di decreti nessuno dei contendenti riusciva a prevalere perché l'arbitro Napoletano - dal quale il Senato prendeva il nome - invece di firmare i decreti leggeva Paperinik, un volume di Paperinik che gli aveva regalato da bambina la principessa Eluana. Improvvisamente l'eroe mascherato balzò fuori da una pagina e si materializzò nell'aula del Senato cospargendola del micidiale Bi-Metilato di Buzzurrite inventato da Archimede Pitagorico, il che provocò nei senatori tutti lo scatenarsi della loro innata indole di Buzzurri, cominciando a insultarsi e prendersi a cazzotti. Nella confusione generale Cappato ne approfittò per dileguarsi, raggiunse la principessa, la baciò spezzando l'incantesimo ed Eluana, finalmente libera, potè dispiegare le ali per volare in cielo nel Regno dei Welby.
Azienda assume solo alcuni segni zodiacali
Una compagnia di assicurazioni austriaca è stata criticata per assumere impiegati nati sotto particolari segni zodiacali. In un annuncio pubblicato sulla stampa: "Cercasi per lavoro di vendita part-time persone dei segni zodiacali Acquario, Ariete, Capricorno, Leone e Toro". I gruppi per le pari opportunità hanno criticato la compagnia salisburghese per discriminare quelli nati sotto altri segni, ma un portavoce dell'azienda si è difeso dicendo che la statistica dimostra che le persone nate sotto quei cinque segni sono i migliori lavoratori. Le autorità hanno detto che non è illegale cercare impiegati nati sotto alcuni segni poiché non è una discriminazione basata su sesso, età o razza.

Unhappy voters jam Capitol Hill phone lines

WASHINGTON (CNN) -- The recent debate over the nearly $900 billion economic stimulus plan and revelations of tax problems by three Obama administration appointees have voters angrily jamming phone lines on Capitol Hill to air their frustrations to their elected representatives.

Their reactions are putting pressure on Congress and benefiting watchdog groups on both sides of the political aisle.

Capitol operators tell CNN Radio that phone lines have been jammed for the past two weeks, sometimes prompting busy signals.

A spokeswoman for Sen. Jim Webb, D-Virginia, said calls on the sweeping stimulus plan jumped from eight during all of January to hundreds a day now.

In a sampling of 12 Senate offices, half had so many messages that their voicemail boxes were full.

It's because of people like Betty Davidson.

"I'm very upset!" exclaimed the 63-year-old from Laguna Hills, California.

She called her senators Tuesday, frustrated with the almost $900 billion-dollar economic recovery proposal. Watch more on the stimulus debate in the Senate »

"What a joke!" she said.

But she is particularly incensed by news that Treasury Secretary Tim Geithner and former Obama appointees Tom Daschle and Nancy Killefer didn't pay their taxes properly in the past. Watch more of Obama's plan for the economy »

"They can make the laws, but they don't have to abide by the laws," she complained. "It's only we taxpayers."

Those bitter words are like spring rain to nonprofit watchdog groups across the spectrum, who are seeing big boosts in interest.

"Just in the last week ... responses to our e-mails out to activists have jumped dramatically," said Grover Norquist, president of the conservative Americans for Tax Reform. "We've had more calls into our offices, more e-mails."

That same spike has hit Citizens Against Government Waste, which is also seeing a surge in e-mails, calls and angry posts to its Web site.

"These people are almost feeling like suckers now for paying taxes, because no one else does," said the group's vice president, David Williams.

He sees the tax issues and stimulus bill as hair triggers after months of frustration over bailouts, Wall Street greed and whether the rich and powerful get special treatment.

"In the past week, we have gotten numerous e-mails from people talking about how the interest rates on their credit cards are going up even though these companies have received taxpayer bailouts," he said, "and they don't understand why they're not feeling any relief."

At the left-leaning Citizens for Responsibility and Ethics in Washington, Deputy Director Naomi Seligman said that whenever a well-known politician, such as Daschle or Geithner, is involved in an ethics question, it does raise some interest for them.

Seligman suggested that tax issues are raising the greatest ire.

"I think the average American is looking at their taxes during tax time and saying 'Wow, I pay my taxes. Why aren't these guys?' " she said.

That's certainly how Davidson feels. She's worried about shoveling debt onto her grandkids from the stimulus bill, and she is convinced Washington is corrupt.

"I'm just getting so sick and tired," she said.
Vince Cable: 'Bring back the guillotine...for bankers'

The crass behaviour of Britain’s financial aristocracy rivals the last of the Bourbons. Marie Antoinette famously patronised the Parisian mob with her ‘let them eat cake’, while dining in luxury in the Tuileries.
The City bankers who ruined their banks but have been kept in employment by the taxpayer now demand we pay them their bonuses to maintain the aristocratic lifestyle to which they have become accustomed. They know no shame and take no blame. They are lucky the British have no guillotines in stock.

Is the public outrage simply the politics of envy? I think not. Most of us have no problem with successful entrepreneurs earning lots of money. They rightly command respect, as the backbone of a healthy, private enterprise system. The bonus-hunting bankers, by contrast, stand charged with destroying wealth on an epic scale. Foolish, greedy, irresponsible behaviour and excessive risk-taking led to massive losses and the crisis in the banking system which is now costing millions their jobs and many their homes. Why should such failure be rewarded? The banks were deemed ‘too big to fail’. Otherwise, the bankers would be on the dole. The Royal Bank of Scotland/NatWest has a balance sheet – assets and liabilities – much bigger than the British economy. It is one of the biggest banks in the world. Had it been allowed to go bankrupt, it would have caused massive destruction: the financial equivalent of detonating an H-bomb.

So the Government had to step in, using taxpayers’ money to buy shares.

The chief culprit, the bank’s former chief executive Sir Fred ‘The Shred’ Goodwin, has disappeared with his millions. But most senior executives and the whizzkids in the investment banking arm whose trading activities with billions of pounds of ‘toxic’ paper lie at the heart of the present crisis, have remained.

Managers now seek their ‘bonuses’, arguing that their unique skills are needed to dig the bank out of the hole they created. This is a little like the managers of a hospital with a terrible record of poor hygiene and premature deaths surviving the sack, then demanding more money as an incentive to improve. Other banks, less in the spotlight, incubate the same culture of excessive pay. It was revealed last week that Barclays pays a man £40million to legally avoid British taxes – the ultimate insult to taxpayers who have to underwrite the bank.

When I debated these issues with a leading hedge fund manager on Newsnight, he argued that there is a ‘market’ rate and we have to pay it to attract the best people to clean up the mess. I understand the pragmatic approach, but it is wrong.

There are more bankers than banking jobs. Large numbers are being laid off. Those who remain are lucky to be in work. Nor are there easy pickings overseas. The Obama Administration is cracking down on bonuses in the US. Even the banker-friendly Swiss government has now slashed bonuses in the banks it had to rescue.

In this new world, those running the Government-subsidised or guaranteed banks are public servants, in the same position as the top managers of the NHS or the immigration service or the prison service. The head of the NHS, the fourth-biggest employer in the world, is paid £220,000 a year, an extremely good salary but way below what the City bankers have come to expect.

The Government will have to be firm and stop dithering on the sidelines appealing plaintively to them to behave, like a weak teacher struggling to control an unruly class. First, the pay and benefits of all employees in publicly supported institutions should be fully declared. Anyone paid over, say, £100,000, should have their remuneration made public. Just as MPs are being called to account on careless policing of expenses and generous pension arrangements, so should others who benefit from the taxpayers’ support. Now is also the time to set the rules for bonuses in future contracts. Many good companies have incentive schemes which motivate their employees. The banks, by contrast, have incentivised their employees, particularly in investment banks, to take extreme risks with depositors’ money, then walk away from their deals with fat commission payments.

In future, any bonuses must be in company shares, properly priced, which can only be cashed in after five years or more. In other words, cash bonuses should be banned. The future of High Street banking will also be very different. The old-fashioned clearing banks should be stripped of their high-risk, gambling operations and be required to operate as the safe, reliable, stable institutions they once were. Britain will continue to need bright, enterprising people and to reward success. But the unfettered greed, and rewards for stupidity and failure which have been exposed in the City, leave a very bad taste in everyone’s mouth. The financial aristocracy has to learn to respect the public who pay their wages. Otherwise we shall soon be importing French guillotines.

Seguono stabili in classifica Pannella (103) e Suttora (100) in perenne lotta per il terzo posto, e nonostante le frequenti apparizioni a Emilio Fede registra solo un modesto aumento Capezzone, sempre al quinto posto con 71 citazioni e prima o poi verrà insidiato da Bonino, in crescita all'ottavo posto con 44. Studente puzzolente riammesso all'università

Uno studente di filosofia con i piedi puzzolenti ha ottenuto il diritto di studiare in una università olandese dopo dieci anni di battaglie legali. Teunis Tenbrook era stato espulso dalla Erasmus University di Rotterdam dopo le lamentele di docenti e altri studenti che era impossibile studiare con la sua puzza di piedi, ma adesso un tribunale ha deliberato che l'avere i piedi puzzolenti non è una valida ragione per bandire uno studente dall'università: "La nostra ponderata opinione è che i docenti e gli altri studenti dovranno turarsi il naso e sopportarlo", ha detto il giudice. Tenbrook ha detto alla corte: "Nonostante non potessi più partecipare alle lezioni ho provato a continuare a studiare in biblioteca, ma poi sono stato espulso anche da lì". L'università ha annunciato che invece di espellere studenti con i piedi puzzolenti affronterà il problema multandoli.

La scala della legge

Un giudice romeno ha deciso che un uomo deve usare una scala esterna per entrare nel suo appartamento al primo piano perché l'altro inquilino possiede il terreno dell'ingresso al pianterreno. Eugen Dumitrescu, 70 anni, di Pitesti, ha usato l'ingresso per anni finché ha litigato con la famiglia al piano di sotto. Adesso Dumitrescu deve scalare cinque metri per entrare dalla finestra del suo soggiorno, ma sta preparando un appello: "Porterò questa storia fino in cima. Political elites have more to fear than protectionism – the economic crisis threatens to bring regime change in its wake

A spectre haunts the gatherings of the political elites of much of the world as they contemplate the imminent collapse of the economic and political model they have fondly supported for the last 30 years. Politicians and economists wedded to the current neo-liberal model of capitalism rail against one possible outcome of the current crisis that they regard as totally beyond the pale, something that is absolutely unthinkable and undiscussable and only mentioned to conjure up an alarming image that will frighten the children.

Yet the spectre is in fact a perfectly respectable economic philosophy invoked from time to time and in different places over several centuries. It has a name – protectionism – often associated with the writings of Friedrich List, a 19th-century professor of political economy who opposed free trade, supported government intervention in the economy and advocated the erection of protectionist tariff barriers to protect a country's industry and agriculture. His book, The National System of Political Economy, published in 1841, was highly influential both in the United States and in Bismarck's Germany. List was an early opponent of globalisation. He accused Adam Smith of "cosmopolitanism", of constructing the notion of a beneficent global community that clearly flew in the face of the facts.

For most people know otherwise. They know, with List, that the global community is an invented phantom. Nearer home, they have no reason to expect that the EU will protect their interests. Indeed, they vote against its proposed constitution whenever they get the opportunity. Europe is moribund, and the only community they know and recognise is the nation state to which they belong, and whose elected government they require and expect to defend their work, their culture and their way of life. Yet governments in the neo-liberal era have other concerns and have manifestly not been doing anything of the kind. As a consequence, as the banks go bust and the economic situation deteriorates, British workers have appeared on unofficial picket lines to defend their jobs, just as the citizens of Bolivia were led to demonstrate spontaneously a few years ago against the privatisation of their water supply. People learn quickly. As Lenin recognised: they can learn in 20 days what they forgot in 20 years.

Such a huge chasm between the faulty ideology of the governing elite and the growing political understanding of the great mass of the people leads eventually to regime change, as has happened in country after country in Latin America during the last decade. This is the spectre, even more dramatic than protectionism, that now looms over Britain and the continental partners with whom it has joined forces in the neo-liberal madness of recent decades. Suddenly, the probability emerges that few of today's governments will be here in a couple of years time; they will be replaced, and replaced again if they fail to come up with credible solutions. And the solutions will be national rather than global, supportive of the local society envisaged by List rather than the failed cosmopolitan vision of the neo-liberals.

Today's crisis is far more wide-ranging than most politicians and commentators are prepared to admit. It will last for at least 10 or 20 years, not just for one. It will go on and on, producing utopian programmes, reverses and changes along the way. This is not 1929, nor yet 1917. It is more comparable to the preliminary rumbles of 1789, to the collapse of the ancien regime and the start of a long revolutionary period of huge untried experiments and uncertainty.

There is an apparent flaw in this argument, of course, for today there is no left or right, and there appears to be no group of impatient intellectuals waiting for their ideas to be seized and picked up by the next group of leaders. The upheavals of 1789 were preceded by decades of Enlightenment debate, with political ideas that could be expanded and promoted by successive generations of revolutionaries. Today, so complete is the grip of neo-liberal ideology on the political and media structures of the west that no alternative ever gets an adequate airing. There seems to be an ideological vacuum.

Yet this is not really so. There are plenty of ideas about and many of them are being tested in Latin America by a new generation of political leaders put in power by rebellions from below. They just remain below the radar of the media and the political class, who pay no attention. Protectionism (in different forms and guises) is one new/old idea; the recovery of history is another. So too is the revival of the economic activity of the state, a state characterised by justice and efficiency, and as different from the Soviet Union as from the delirious construction of the ideologues of neo-liberalism.

In this unfolding scenario, forgotten questions will be asked again: why do we allow the media to be dominated by foreign owners and foreign programmes? Why is our economic activity in the hands of foreign corporations? Why are we forced by advertising to purchase products that we have no desire or need to consume, simply in order to sustain the country's economy? Why do we leave thousands of acres in the hands of private landowners? Why does our country make no effort to be self-sufficient in food? Why do we still pretend that Britain is an imperial country, 50 years after the end of empire? Why do we remain allied to the most dangerous and reactionary country in the world?

Such liberating ideas can only come to the top of the agenda if the present political structure is demolished and swept away. Fortunately, the current systemic crisis is making this ever more probable. Our leaders, of course, ignore the likelihood of their imminent demise and scare us with innumerable arguments: protectionism is perceived at worst as an open door to fascism, at best as a forerunner of a yet more disastrous economic disaster. We should ignore the smoke screen of mystification that they try to erect and welcome the coming seismic upheaval. Then we will have to ride the political struggles of the consequent tsunami wave, and look forward with optimism to a more constructive and hopeful future.
Birmingham abolisce gli apostrofi

Il consiglio comunale di Birmingham ha abolito gli apostrofi dalla segnaletica stradale perché gli impiegati del comune spendono troppo tempo a esaminare le lamentele grammaticali: d'ora in avanti nessun cartello prodotto dalla municipalità conterrà apostrofi, rendendo inutili gli accesi dibattiti su se, per esempio, Kings Road dovrebbe essere King's Road o perfino Kings' Road. E la vicina Druids Heath (dove tra l'altro non ha mai abitato né uno né più druidi) non vedrà mai l'apostrofo, a dispetto degli infuriati sostenitori del genitivo possessivo. Il municipio dice che la decisione è stata presa per coerenza ed evitare confusione, ma è stata duramente criticata da John Richards dell'Associazione per la Protezione dell'Apostrofo: "Questo è un pessimo esempio. In tutta Birmingham e in altre città gli insegnanti tentano di insegnare ai bambini una grammatica corretta. Ora i bambini andranno in giro per Birmingham e vedranno il casino totale. Se aboliamo l'apostrofo, allora che senso hanno il punto, il punto e virgola, e il punto di domanda?"


Gli escursionisti nudi saranno multati in Svizzera

Gli escursionisti alpini che gironzolano nudi sono stati avvertiti che saranno multati di 200 franchi (135 euri) secondo una nuova legge introdotta dal cantone svizzero dell'Appenzell Inner-Rhoden, il cui ministro Melchior Looser ha detto: "Siamo stati costretti a introdurre la legge contro questa pratica indecente prima che cominci la bella stagione", aggiungendo che i camminatori naturisti sono stati finora liberi di girovagare nudi in assenza di una legge che lo prevenisse, ma ci si aspetta che la nuova legge entri in vigore il 9 febbraio. Gli escursionisti nudi accorrono nel cattolico Appenzell Inner-Rhoden - noto anche per avere negato il voto alle donne fino al 1990 - per la sua bellezza paesaggistica.
Il giappone trova oro nella fogna

Il giappone, scarso di risorse minerarie, ha trovato una nuova fonte di ricchezza: le fogne. Un impianto di trattamento delle acque di scarico nel Giappone centrale ha registrato un raccolto di oro dalla melma superiore a quello di alcune delle migliori miniere del mondo. Un funzionario della provincia di Nagano, a nord-ovest di Tokio, ha detto che l'alta percentuale di oro trovata nell'impianto di Suwa è probabilmente dovuta all'alto numero di produttori di macchine di precisione nella zona che usano il metallo prezioso. La provincia si aspetta ora di ricavarne circa 15 milioni di yen all'anno.
