A municipal by-law issued in the small town of La Toba, Guadalajara, reads: ‘The ‘Señor Alcade’ lets it be known – No spitting or breaking wind in public’. The Mayor says that he wants to do away with all uncivilised forms of behaviour, and the lack of education and social values by issuing the by-law which goes on, ‘Cover your mouth with your hand if you sneeze or cough, and turn away from anybody close by’...
