as announced in our previous letter regarding the international
conventions on drugs, we are organizing a seminar to investigate the
question and establish the guidelines of an international campaign to
repeal the above conventions or revise them by means of amendments.

Acknowledging the interest you have shown for the matter, we would be
pleased to count on your presence at this seminar. THE SEMINAR WILL
BE HELD IN ROME ON FRIDAY 11, SATURDAY 12 AND SUNDAY 13 MARCH.

Enclosed you will find a draft programme of the seminar as well as a
provisional list of participants.

We would be grateful, considering that the time left is rather short,
if you would inform us of your participation as soon as possible.

We shall cover travel and accommodation expenses if you so request.
However, owing to our difficult financial situation we would be
